I know that SPA is nothing more than a WebApi specific, but the question is: How do I differentiate one from the other, ie what the purpose of each in the Development world. Why would I develop a SPA instead of a WebApi?

It’s actually two very different scopes.
SPA, or single-page application, is a definition of user interface behavior where no content reloads occur, only partial exchanges - in a very similar way to an application desktop typical. Your domain is the front-end.
Webapi is a definition of functionalities implementation server-side. The vast majority of Webapi implementations are Restful, but this is not mandatory. His domain is the back-end.
The implementation of the two in parallel is possible - a SPA interface (for example in Angular) accessing resources made available via Webapi.
