I am using F12 to try to link to a normal web page one of my html documents. However, when inserting the link in href, the page says it is not allowed to access the document. ex:(web pag with an existing "a" tag)

Explain better what you are wanting/trying to do... And F12 in what context? In the browser? In some editor?
