How to access webcam through PHP or JAVASCRIPT?

Question

I am building a system for registering, and there is a need to have a photograph of the user, and the question is how to have access to WEB CAM through a PHP script or JAVASCRIPT, or even in HTML to be able to capture the image and later upload!
Someone has an idea please?
