Problem with Navbar

I have a problem with the navbar issue. I am making 1 template but I find myself with the following error. não Erro

As you can see on the right side the scroll is at the top but as soon as I go down this happens to me:Erro the navbar is in the middle of the screen as if it were fixed there.

What I wanted was the bar initially (image 1) was the same but as soon as it was descending it happens a smooth transition of the navbar up and vice versa when it returned. any suggestions I can hear because I am a little beginner in this matter of making templates.

If you are using the bootstrap use.

    <nav class="navbar navbar-default navbar-fixed-bottom">
  <div class="container">
    ...
  </div>
</nav>

And if you haven’t recommended give a look help enough.
