Character display using numeric codes: &#2039

I tried to search on the subject in Google, but it was difficult because several other subjects are related, so I ask here.

I am using special characters, printed from the respective numeric code, on a page: &#2039 =

But some characters are not displayed: &#1970 = (for me appears a square with numbers inside)

This happens with several numeric codes.

My doubts are:

  1. This problem exists because the symbol does not exist for the specified number ?

  2. Does this have to do with the language ? (Obs: various Chinese, Japanese, Indian and other characters appear normally)

  3. It is "my problem", because I use: "Windows 8.1 Pro PT-BR" + "Firefox 51" ?

My concern is that the page depends on some kind of configuration, and the result will be different depending on the user/system/browser/language.

  • You added in head <meta charset=”utf-8”>?

  • Yes. Only "<meta charset='utf-8'>" is for encoding the html file, not for display. I am using numbers to define the symbols.
