I want to start an app with Html5 that looks like a blog where you can publish tutorials on your own but in the app how you could do it in Html5.
The example below of how the app would be.
Each block of the first table is a theme and when I click on the theme appear his tutorials.

Research on Cordova, there will find some variants, the one I currently use is the Ionic, which is based on Angular.

You could use IONIC to create the application, see the documentation of IONIC. He has many resources.
