I would like to install the Xamarin tool for mobile development. My operating system is Windows 7. It is possible to install this tool on Windows 7 or only on 10 or higher versions of Windows?

You need Windows 7 for the basics, 8.1 for Xamarin.Forms Windows, and 10 for Xamarin.Forms UWP, as per documentation.

It is possible to install Xamarin on Windows 7 as long as you have your system updated with Service Pack, however, I recommend you have Windows 10 Pro or Enterprise, as most Windows platform scenarios will need it.
