Does Windows 10 have backward compatibility with Universal Apps from Windows 8.1? That is, applications written in for Windows 8.1 run on Windows 10?

Yes, except for some unintentional incompatibility that is discovered. Otherwise it is no longer true.
I have seen cases where some platforms even support backward compatibility with a previous version but making it necessary to re-compile the project in the target version. I believe this does not apply to this case, just compile once and can be installed in either version. I am correct?

With UWP it’s supposed to work, Microsoft usually takes very good care of it.
