On the start screen of Ios this is impossible, now inside an iOS application you can do this slide by pulling a photo, for example, and when finishing the animation opens an external application ( but still have the animation of the other app coming from the right ).
About both (iOS and Android ):
The user expects that when you pull the top corner of the screen you will see a screen with notifications and or settings. This type of Feature you propose ( even if possible ) would be very invasive and not recommended and would be outside the guidelines of both Google and Apple.
