What is the difference between :before to ::before

I saw in the css3 documentation that the new syntax is ::before, but I’ve always used :before, is there a difference? Which to use?

    Basically the old browsers ended up implementing outside the standard, then everyone got used to a : only, then it was tolerated. The correct is according to the given answer.
