The WCF is the new version of Google Cloud Messaging (GCM). He inherits the infrastructure GCM reliable and scalable, plus new features!

Both are free, maintained by google, FCM is an improved version of GCM, just as google has replaced C2DM with GCM, if creating a new project it is better to use FCM.
