Mobile does not enable USB Debugging

I bought a "Galaxy On7" for testing apps, however, when enabling "Developer Options" and activating it, when touching the "USB Debugging" option, nothing happens!

Do not activate! In Prompt, when giving the command "adb Devices", the device does not appear, even pq, the key was not generated, because it is not possible to 'activate' the option "USB Debugging".

I installed in the PC Kies, Kies3, Smart Switch, then in the mobile device, I installed the Smart Switch for mobile... I gave a Kill in the process there in Prompt, adb Devices again, restarted the pc, restarted the mobile device.

"I revoked USB debugging authorizations", nothing!
MTP mode activated, nothing!
I changed the USB cable, I tested the USB ports of the PC, the mobile device, nothing!

Detail - I can access the "On7" data on the PC - on other mobile devices debugging is enabled, but on "On7", no! I use Eclipse Juno to develop. Someone helps me?

In fact Samsung devices had the Kies but was discontinued and are old devices, try to download the new driver packages on this site: gogorapid.com on it I have already found the drivers of my Tab S 10.5 to run some commands on adb, but if it doesn’t work try Universal Samsung Usb Driver

I realized something on the mobile device could be preventing the "USB Debugging" enabling. And it was My Knox! I uninstalled it and the problem has been solved. Thanks for the help and the links.

Check the USB transfer mode.

I had a problem similar to ADB, because my phone was in option only "load" and not in "file transfer" mode"!

Thanks, guys. Apparently, the problem isn’t on the PC. The fact is that it is not possible to enable "USB Debugging", ie, qd played in this option, it is not enabled (the checkbox is not enabled(selected))! His version is "5.1.1". Regardless of the drives, qd played on "USB Debugging" option, at least the checkbox should be selected, but nothing happens! I will try all these solutions that you sent. Then put here the results.
