How do one form affect another form in C#?

I’m creating a project that will have certain settings like notifications. These notifications when chosen to appear on the taskbar will affect other Rms.

Because the system is a call center when an analyst wants notifications to be displayed to the user via the task bar, they will appear to him.

How can I make a form affect others who are for example connected to a network ?

If necessary I will post what I have done so far. And I’m sorry if I’m wrong about the format of this question because I’m new to the forum.

    When for example an analyst in the app put to view notifications to users, it will occur to modify the form of users as well,displaying notifications.

    Take a search on delegates and Events, I solved a problem similar to this, but it was within the same application, now if you want to notify all people who are running the application, I think you will have to have a database to assist notifications
