I have a PHP Web Development Framework, for development in my company, and the intention would be to go to the public, but I would like to know, which is the best way to generate licenses, with the intention of those who buy, cannot pass the files to third parties and third parties can access without license.

PHP is an open source language. Once you have access to the codes I don’t see how to prevent it from working.
Even using tools like Zendguard there are ways to reverse the code. So, there’s no stopping it. At the most you can make it difficult.
Some companies release non-commercial use, and to be regularized for commercial use they must start buying the license, at the risk of legal proceedings.
Another thing that could work is to release your framework as free software and win with technical support and consulting service.
