How to enjoy browser caching?

I read and reread several times on this subject but never understand how something I do on my computer will make the site get faster on third party computer...

Not to mention that when making such modifications to my computer I will have to do this every time I log into a different IP?

I just don’t understand how it works! Anyway how should I do it? What’s the easiest way to do it?

Not to mention that I’m looking to leave a website, which is not mine, faster, at the moment I have access to the code and I can modify it, but then I won’t, and the owner of the site doesn’t know how to handle these things, the information said on pagespeed says that I need to make modifications from time to time, but there is no way given to do this for two years or at least one year... ?
