Hi. Welcome to SOPT. Your doubt is a little wide and therefore difficult to answer (unless someone gave you the code literally ready, and that is not the purpose of this site). Have you tried anything, do you have any basic code? Can you at least explain what this graph is or how it is built? There are several ways to make graphics/drawings in Latex, the most famous being the use of the package Tikz. But it is difficult to suggest an example without knowing how this graph works (what is the origin of the data, what it represents, etc).
