Apparently, the way is to make a Scrape from the tracker:

- Sending Scrape request for Getting torrent’s Seeds and peers
Has an indication to use the API of Bitsnoop (untested).
Sane only 26 results searching for "torrent Seed" inside the Stack Overflow PHP tag.
