I have a App in Playstore I did using the Ionic/Cordova, the App hangs a lot on the smartphone and for this reason I would like to create a new App from scratch using another programming language, my question is whether I need to create a new App in Playstore or I can just update the App existing in the Playstore.

You can update the app. In the company I work for today they only had native apps for android and Ios. I made hybrids with Ionic and already updated on both platforms. What you need is to sign the app with the same key, package name, put up a version that will not have problems.

I have never submitted any app in the Playstore but I believe that since it meets the requirements below there is no problem in sending this other APK. https://support.google.com/googleplay/android-developer/answer/113476?hl=pt-BR
