How to create Access Rules for a plugin?

I am developing a plugin for REDMINE. I have a menu created using the :top_menu, so it is at the top of REDMINE , with the Administration , etc...

However, I want not all users logged in to the system, see this "Button". Only Users that I designate to be made the view.

This is possible, and what rules of access should I create?

just check if the level of the logged in user is that...

<%= user_current? %> Botão <% end %>
