Nfe Paulista CURL

Question

I’m having the following problem to carry out the issuance of invoice:

Unable to handle request. The action 'https://nfe.prefeitura.sp.gov.br/ws/lotenfe.asmx?WSDL' was not recognized.

This is my upload XML:
