Why don’t government websites have safety certificates?

Why many Brazilian government websites often do not have valid safety certificates?

Examples:

https://www.ibge.gov.br/

https://www.funai.gov.br/

https://www.brasil.gov.br/

https://www.senado.gov.br/

I don’t think that’s true. The website of the Senate polls that, although they do not reflect the Brazilian population as a whole (they make a point) should have some utility. So I’d really like to understand why these sites don’t have that. Should they? Is it cost issue? How much money are we talking about?

Maybe it’s cost, maybe it’s incompetence. Still, it’s something that anyone who knows about encryption and network security should know. And I don’t see how encryption and network security is "out of scope" on this site.

    Perhaps because most of these sites are limited only to providing data, and not receiving.

  • It may not help to save your question, but could give some examples of these sites.

    The question is not about "security and cryptography", it is about the motivation/competence/functioning of various IT sectors of various government institutions. Unless an employee of each of the websites cited here explains the reason, there is no possible answer.

  • @Rodrigo Yes, because the situation was getting too confusing. If you want to learn more about Public Key Infrastructure, I just opened another question that - I hope - can answer your main questions. I myself must copy parts of my deleted answer there, if no one gives a better answer first. But this question from here doesn’t really have an objective answer (what I had talked about about the ICP-Brazil is only part of the reason, but the reality is that many government websites just don’t use it, and I don’t know why).

  • What I find strange is that most did not give a damn about the quality of computer services in Brazilian government institutions. They are very concerned about "what is a valid question", but to hell with "our country has a secure information network, or are we at the mercy of hackers of any nationality?". Unfortunately, after seeing so many absurd things, in the government and outside it, this disregard doesn’t really scare me.

  • @Rodrigo, it is not the fact that most do not give the minimum, your question is totally outside the scope of Stackoverflow, because there is no way to objectively answer your question, as already said, the reasons may be many, the biggest one for me is certainly the neglect.
