I can’t install Visual Studio 2013 on Windows 7, I know it’s possible because in college we have Visual Studio installed on Windows 7. So I don’t know why he complains about the Windows version.

Most likely is missing the Service Pack 1 in the Windows 7, or it could be another update of it. You have to make sure everything is up to date. See link presented more details if this is not the problem, but it is probably.

He also talks about updating IE to 11. He doesn’t leave a machine with old things like this.

Enable Windows Update for sure problem is this to enable Windows Upadate on Windows 7 if you don’t know:

Control Panel > Windows Update > Change settings > Install updates automatically (recommended).

Upgrade IE to 10 or 11 (depending on what is requested by the installation). 'Cause I’ve been there, and I’ve been there. Worked.
