The best way is to install an old version of a browser. Change the user-agent does not solve in most cases. At least if you do Feature Detection which is correct.
Another possibility is use an extension in Firefox or in Chrome, but I don’t know if they behave well.
You can also try a tool that shows the result in several browsers for you. It will rarely be a solution but it is an alternative.
Development techniques where you do the basics without involving resources available in modern browsers and then adding other features to the site can help in the development.

I’m using IE11 and despite the regrets has the best tool I could find so far.
In their Tools for Developers (F12) the tab is available Emulation , and on the option Document mode some versions are available just for compatibility testing.
Example: Canvas is only supported from IE9*, so by selecting option 8 in Document mode, I can’t use canvas.

Well, the Firefox extension does not work in the current version and Chrome did not find it very intuitive. The link of the tool resulting in several browsers is interesting, but unfortunately I would need something at development time. I posted an answer with a possible solution that I found in the continued attempts.
