If everyone while creating applications on the WEB ,Desktop or Mobile needs to export or import data type csv because they have not created a DATABASE MANAGER SYSTEM in csv ?

But they created: Mysql. And it does not serve as a de facto database. The format does not allow for most of the operations and guarantees expected from a database.
Anyway they are different things. CSV format was made for transporting data. It was made to run anywhere without dependency on any specific software.
