the "~" is mapped to the root url of the site in your case "/". However, it seems your masterpage is inside novosite. Therefore, considering your current situation, you would either need to change the masterpage path to "~/novosite/SKTI.Master" or add a "Masterpages" folder, for example, to your project at the same level as the new folder. Another option is to publish directly in the root directory of the page (on the same page on which novosite is contained).
Thank you all. It worked. Strange that the source file is normal and this only happens in the file that was published, as if vs2010 had changed.
What happens is that you are publishing in a folder inside the configured virtual directory, but it looks for the masterpage from the root (/SKTI.Master) when, in fact, the masterpage is inside novosite(/novosite/SKTI.Master).

Is your Masterpage at the root of the application, as indicated by the path? Try to remove
~/
