What is this? How to remove/disable this VS2010 resource?
What are these 3 points that appears?

From the pictures you have the Devexpress Coderush installed. You need to disable it or uninstall it in order not to appear the three points.
If it is the Express version you need to do the Menu DevExpress in this way:

Then with the menu appearing you go on Unload.
For it not to vote click you will have to go to the same menu and choose Options -> Core -> Startup -> Expert -> Load Manually
Maybe you’re already in "Expert mode".
But if you want to uninstall, then you should find its installer in the Windows Control Panel in the same place where you uninstall any other program. Unfortunately it leaves some traces even after uninstalled but will no longer be available in VS.
