I am learning HTML5 and I have this doubt, it is possible to leave the tag footer in the footer of the pages without using CSS or javascript?

Not, not in the right way...
The tags have only one semantic sense, that is they are not pre-estillized to work according to their goal, these new tags came to give a harmony in the construction of the pages, this was created by the lack of html resources at the time, It all boiled down to tables and Divs, this was very bad for the search engines or the navigation by the content of the page. then the new tags came to support the new way to build websites/content on the web, of course it is not only restricted to this, see the image below, illustrates well the proposed semantics.

There is a default style on each tag, but it is usually avoided in the construction of layouts, the design usually use Reset Stylesheet to take out the style standards values.
