I’ve been through this problem, and it was not long ago. I tried everything,took a look even on Youtube.
And I think there’s no way, so I ended up migrating to Android Studio. I believe that the occurrence of these errors is the lack of support. Since Google abandoned Eclipse for development on Android and opted for Android Studio.

Do not import appcompat, remove this appcompat that you imported.
Create a new Test project and appcompat will create automatically. Then clean up the project.

Face if it is project below 4.0, I could not run anymore, the eclipse was suddenly like this, projects below 4.0 it already generates without class R, see in the directory gen, if you are missing class R, I created theme here but without success, the solution was to work on projects above 4.0

I suggest you use Android Studio, Google will stop with the Supports for the eclipse so in case you are making a big project migrate soon to Android Studio, just a tip.

I suggest you migrate to android studio since google has been out of eclipse support for years, Appcompat is part of the support library v7 https://developer.android.com/topic/libraries/support-library/packages
