In no way can they be used on multiple platforms. These languages are not "Apple’s", they are only maintained by Apple.
Of course, whether you want to do something for Macos or iOS complicates a little doing on another platform. It does not prevent, but it takes a little work, especially for iOS that requires a Macos to publish your app, but not to develop.
I know the same goes for Objective-C, but it goes from Swift.

@Victorocv exactly, it is much easier to develop on the platform that you will apply. The links say something about doing something for iOS on Windows. With Swift I don’t know if it pays. If you do it in C# then it pays a little more, especially if you do it for Android too (which generally has a lot more market). In the end you will need a Mac to publish by Apple’s requirement. It has virtual Mac rental.
