An application with Ionic Framework, can access a mysql database equal to a conventional web application? example to Hostnet. Or is a web service necessary? And in the matter of security, which one stands out? Access will be fully online, no use of Sqlite

  • It can be accessed normally, being hosted anywhere (Hostnet, Locaweb, Hostgator, etc). The only question is that it needs to be a API, the security issue, and very close to the care you need to have with WEB, use JWT that will already give a legal help

No, you cannot. You need a web service, in which case it will be the layer that will be in charge of the persistence of your data.
