Try wearing something like that:

editBtn = '<a type="button" onclick="javascript:Devolver('
        + "'XXX'"
        + ')"><span class="btn btn-danger">Devolver</span></a>';
editBtn = editBtn.replace('XXX', row.PlacaDoVeiculo);
return editBtn;

Notice that you had also forgotten the > before the <span which closes the label of <a.
