The Desktop-related languages are not necessarily having a license, more if you wanted to market or even develop something so that in the future it is related as Your or even containing copyright licensing is required.
The Web Languages is much more than desktop, because like many Front-End developers knows to have a certain control of its source code exposed on the internet is necessary a validation and a license so that in the future does not act conflicts with some (Bastards who steal their source code, fruit of much determination) mosaic plagiarism, that in the case is a crime, and if necessary or done by the code developer, prove that it is yours, will have in hand the License.
The validation is only to prove that that source code of a given language works.

The software license has nothing to do with the programming language used to build it. The one who builds it is the one who decides which license to apply.
