How do I install Sqlite on Android? I downloaded the program and there is no installer on it. What do I do? I downloaded it from PC and not smartphone.

Does not install. First because it is not a server or application. Second because the code that handles the file, or should be in your application (I don’t know how Android handles it, but it’s not to have any inconvenience, is to send the DLL along with the rest of the application), or should use the Standard API for Android.
