Error in Phpmalier class

I would like your help! Have the following class to send emails in php:

Does anyone know what this is about? If it is an internal error here in the network, if the informed port is incorrect or blocked? I’m on it all afternoon and I can’t fix it!!

I managed to settle by placing the following item: 

$mail->SMTPOptions = array ( 
        'ssl' => array ( 
        'verify_peer' => false, 
        'verify_peer_name' => false, 
        'allow_self_signed' => true));
