Is it possible to prevent notifications to other apps on your device?

I’m setting up my CBT. It is possible to implement in my app, a blocker of other apps so that it does not receive notification while you are using my app?

A basic example of how can I portray this would be when you turn off your wi-fi from your mobile phone and is without internet, you do not receive notification of anything, as Facebook, Instagram and app as online games. So I want to have a way of being with the internet on and the notifications of these other apps that I’ve listed there not being notified while using my app.

Only my app has internet because you will have to search inside it.

If possible, how? I just need a direction no more.

Under normal conditions this is not possible, it would be a tremendous security breach.

If the user use some technique that subverts the operating system to let your application do this, then anything is possible, but who would do such a nonsense? Obviously this application would not be in a store.

This in another language, Javascript is even less possible. Only I do not say that it is impossible because at the moment it is done some trickery in the operating system can give the ability of JS to do this, but in practice no one will do it.
