for Voce to manage a deploy for IOS it is necessary to have a MAC.
If Voce does not have a MAC you can use a virtual machine for this.
On the Microsoft Academy website you can better understand this process.

As Felipe described, you need a mac. You have cloud services like macincloud. MAC Virtual Machine is not a legally feasible option. So either you use a Physical MAC or a cloud MAC.
You won’t be able to test your iPhone app on your iPad. On iPad you only test iPad or Universal App (but this has specific behavior for each device) and only after deploying on a MAC.

For the Voce build you need Xcode and this Voce can only do with a computer with mac hardware, or a mac rental service.
