You can follow the steps:
Press the key combination Windows + R
to open an execution box and then type appwiz.cpl and press enter.
Go on Enable or disable Windows features
Tick the box Internet Information Services
You’ll be on that screen for a while:
Ready your installation is completed!
I did exactly that, arrives at the end and says that windows can not complete updates.

Windows 10 since Home version already has availability for IIS.
If you need to install remember that for the Windows 10 you must install the IIS10.
Make sure the feature is enabled on your Windows:
Older versions like Windows 7 Home Basic may not contain the available OSI.
I did exactly this and at the end says that windows can not complete.

See if in windows events you don’t have any information about the error you might be giving.

I had a similar personal experience.
On a newly booted Windows 10 machine with some installed tools (Antivirus among them) the installation of IIS never came to an end.
The cause was linked to conflicts between the service Trustedinstaller and the safety tool.
By disabling all aspects of security (Firewall and Antivirus) the installation of IIS was able to proceed to the end.
I’ve disabled everything here and it’s still the same problem :/

IIS in windows 10 home will install but will not appear in administrative tools for you to add and configure your website.
