Can I use C# (through Visual Studio) to develop a program for Mac/OSX?

I wonder if Visual Studio (through a computer running Windows and the C#language) can create an administrative program (simple, for 1 user, involving only one database interaction) for a computer running Mac/OSX. If yes, what settings do I need to set in the IDE for that purpose (I recently formatted my laptop and downloaded VS 2017, but I don’t know what options in the installation I should check or not, so I abandoned the installation and went to Stack before proceeding).

As I mentioned, is there any special specification for a simple database in this OS? What tools should I use for this?

Ps: the person did not specify the OS, but I am completely layman on Mac/OSX

Yes. Visual Studio for Mac already exists. A free and complete IDE for creating modern apps for Android, iOS, and macOS, as well as web apps and cloud services. The Community version is free and intended for students, individual developers and free software. Contains almost all features of paid versions.
