I am changing wordpress site direct from ftp, the files edited at first are saved, but a few minutes later the changes made are modified to the previous code. This has to do with file permission?

This has happened to me using some plugins. When I edited some information in wordpress, the plugin returned to the original configuration. They do this because the change of the same, should be done only by wordpress. In case the plugin is updated, the same continues to work with the changes you made by wordpress, as they are usually recorded specifically in the database.

some servers take time to update files for definitive when we use FTP, make the change wait a few minutes and see if the change has been completed.

Sometimes the hosting itself has some cache mechanism, as is the case with Godaddy. I’ve had many problems because of it but not with css files. Anyway, check for any specific deployment mechanism in your hosting or cache cleanup.
