I need some help as I am trying to run a windows service in Visual Studio 2015, but cannot proceed due to error message "The Provider is not compatible with the version of Oracle client".

What version of your Oracle Client from your machine?

Cesar, I’m not sure, but I think I have to install Oracle Developer Tools for Visual Studio 2015, within the facility has the Prior, which is complaining of the compatibility.
