What is "google-sites"

Google Site is a product beta free from Google released to Google Labs on February 23, 2006 under the name Google Page Creator.

Allows any user (with a gmail), especially novices in webdesign, create simple websites. It is an editor wysiwyg so you can create pages with no knowledge of HTML or any other markup language, similar to your competitors like Sandvox, Drag Drop Site Creator and iweb. Each user gets 100 MB free of storage space and apparently no bandwidth limit. Once the site is published it will be available on http://seuusuariodogmail.googlepages.com for the world to see.

The moment Google launched the Google Page Creator, Like many other Google releases, it was flooded with millions of users. This made them block the registration of new users temporarily in order to use the new web application due to server overload.
